It is not necessary to translate your whole website in order to submit it on foreign search engines. However, you need to have at least 1 page in any one language optimized with that language keywords in order to submit to that language specific search engines and directories.
For example, you need at least 1 page in Russian optimized with Russian keywords and phrases in order to submit to Russian search engines and directories.
We would create a Russian page optimized with your Russian keywords. This page would have a similar look and feel as your home page. It could be considered as your "Russian Entry Page". Such page would tell Russian users in their native tongue that by entering your website they should expect a content in English and that also all correspondence must be established in English as well. This is the "culturally correct" way to make your first steps on foreign e-markets.
